Old Business

 

The new web site should be finished by the end of October.  This will allow us to enter data directly to the site and we should be able to get the minutes up quicker and post the appeals 14 days before the next meeting, as well as maintain a current data base.  The old data base will also be kept for reference.

 

New Business

 

The posting of appeals was discussed.  We will get the appeals posted to the internet as soon as we receive the appeal.  It will be no later than 14 days before the appeals meeting.  Any one that wishes to protest an appeal can schedule a time at the appeals meeting.  Those protesting should bring data to back up their presentation.

Old Business

 

Website Status:  The previous person working on our website resigned and discussions are underway with a new group to upgrade our website.  The committee decided to get a second bid before making a final decision.  It is the desire of the committee to get a first class website that will be easy to keep current and also user friendly.

 

Vertical Battens:  The vertical batten correction for roller furling main sails was reviewed and left unchanged, however the committee decided that the rule should not be enforced for previous races this year, because many boat owners were not aware of it and had not reported it. 

 

New Business:

 

Vertical Battens:  The PHRF Certificate Application Form now has a check box for vertical batten main sails.  The vertical batten roller furling main sail will carry a six second correction, while the standard furling main is a twelve second correction.  In other words, the roller furling main is a 12 second higher PHRF rating than the traditional main and the vertical batten main is 6 seconds higher than the traditional main.

 

Owners of boats with vertical batten roller furling main sails should report this to PHRFGB.  Competitors in future races may protest vertical batten main sails in other boats.

 

Officer Ballot:  The officer ballot was discussed and those that have been recommended are being added to the ballot.

Chuck had Dwayne Lowry give us a presentation on making and administrating the new web site.  Jim Tichenor is going to be the point man on the remake.  Suggestions for the new web site should be emailed to him.  It sounds like it will be very user friendly, we hope.  You should be able to apply and renew certificates on the website. 

A motion was made and past to adjust the ratings for vertical batten in mast roller furler main sails.  We now give a +12 second credit for an in mast roller furler main sails with no battens and we still will do that.  If you have a vertical batten in mast roller furler main sail we will now give a +6 second credit.  The board thought the extra sail area that could be added and the ability to shape the sail better would make a difference in the boats performance.  In addition other PHRF committees are adjusting ratings for these types of sails. 

There was some discussion about changing the by-laws to reflect the way things might be done and organized.  It was pointed out that it’s hard to do as we never have an annual meeting with over 50% of the membership present.  We are checking to see if there is another way to amend the by-laws.

We continue to talk about Vertical Battens in roller furling main sails.  It is unclear as to how much additional roach or additional sail area is actually added.  That seems to be the most important factor.   No agreement on how we should assess a penalty.  PHRF national is talking about vertical battens this month at their meeting.  Maybe some guidance will come from that meeting.  Some Other PHRF groups do assess a penalty.

It was voted to do away with the S/D penalty for A kites and spinnaker boats. The penalties affect only several boats in our fleet. This was done in order to be more standard with most of the PHRF groups around the country.

 The committee was asked to look at the ratings of two boats to see if the ratings seem correct.  A Hunter Passage 420 rated at 109 and a Hunter Passage 450 rated at 111.  The committee decided that the ratings looked good.  We think we looked at the correct type of boats.  There is a chance we did not have the correct boats.

 We continue to review options for a better web site.  It was agreed that this is an important project and we should go forward.  Chuck in gathering even more information on the options.  So far no totally acceptable option has surfaced.

Two appeals were reviewed.  Kokomo a Crealock 44, the base rating was changed to 138.  Figaro a ODD34SM was previously rated incorrectly it had been rated as a Contessa 35.  The committee rated it as a ODD34SM with a base rating of 132.  

It was agreed to postpone two appeals until the next meeting.  Loopy a Hunter 37.6 and Material Girl a Ben 473 will have their appeals heard at the June meeting.  

The owner of a King 40 asked for a ruling on his electric back stay.  The electric back stay is built in that way at the factory and is standard on these boats.  PHRFGB voted to allow this as long as it is not controlled automatically by something like a computer, that is to say manually operated. 

There was more discussion on getting a guest speaker to come to Houston .  There are two people that could come to town and discuss the rating systems, PHRF, IRC, IMS, IOR, OOR, Americap, ORC Club, in great detail.  In addition they will be able to talk about point to point ratings.  If this is what we are going to do we need to pick a date and arrange for someone to come down.  To be continued at the next meeting.

Numbers on the B-50 application did not make sense.  Several phone calls to the owner failed to make the numbers clear.

 The committee decided to adjust the ratings on Mainbrace and Loopy, Hunter 37.6s.  This was done to bring them more in line with other similar boats.  Loopy is appealing his rating. 

A request to look at the B 473 ratings was made by an owner.  The PHRF Com did look at the B 473 ratings.  We saw some slower ratings in Chesapeake area.  Most felt the boats sailed to their ratings in this area but will look at additionally data.   We agreed our chief handicapper will talk with the Chesapeake people and we'll look at ratings again next mouth.

About 80 percent of all applications for a PHRF certificate are incomplete or incorrect.  The board is doing the best it can with incomplete data.  If the board can not verify data that does not seem correct on the application the owner supplied data will be use.  It should be noted that the owner is responsible for supplying accurate data.  

The Loopy/ Mainbrace/ Hunter 376SD/ Hunter 376DK / Other: This subject continues to be perplexing to the board.  Discussions and homework continue on why these boats and others are so outside of what seems normal.  To be continued at the next meeting. Ratings will stay as they are for now.  All Hunter 376 boats and like boats will be reviewed at fleet review or sooner.  A lowering of the base rating is expected on some boats.

When rating the Hunter 37.6 Main Brace a difference in ratings was noted on the same type yachts.  It was decided that other ratings are incorrect.  Bill Beatty will notify the yachts how’s rating may change. 

Ratings and an appeal took up most of the meeting. 

Bill Beatty was tasked with reviewing the non-spinnaker factor.  He presented the results of that review with the following recommendation:

·        Continue to use present process and formulas.

·        Verify accuracy of the formulas in data base.

·        Develop a NSF page with processes and formulas, similar to present PHRF-GB rating    process page.

·        Communicate to members the use of our NSF.

·        Monitor other PHRF organization’s use of NSF

Web site upgrades were discussed.  Bob Wright is acting as the web site administrator and informed the board about what is possible.  Bob also asked for input about what we would like.   Further discussions on the web site will occur at the next meeting.  The web site will be a work in progress.

It was agreed that PHRF-GB will collect race results for all windward leeward races in Galveston Bay this year.  It is hoped that LYC, HYC and GBCA will mail there results to PHRF-GB after each regatta.  This would help us greatly when discussing appeals. 

We postponed discussing A-kite penalties until Jim Tichenor is in attendance.  Jim has been doing research on the subject and he will have more info for the board at the next meeting.

Bob Wright presented an overview of how the non-spinnaker penalty was created.  No glaring problems were noted, but fine tuning may be needed.  Discussions will be continued at the next meeting.

Harris Knecht presented an appeal seeking to remove the penalty for boats that have a high SA/D ratio and which carry a symmetrical and assymmetrical spinnakers. The Committee deferred a decision pending Jim Tichenor checking with other PHRF areas having the same penalty. Those areas particularly are Long Island Sound, Lake Erie and Lake Michigan.

The following new base rating was assigned: Westerly Corsair 36 The Mons 141

The owner of Beneteau 323 Aqua Knot II notified the Committee that he wished to change his rating to spinnaker. This change will not affect the base rating.

The Committee went through a fleet review and decided to lower the rating of Triple Play, a Grand Soleil 39 from 108 to 102.

The Committee discussed the program that applies the non spinnaker factors to the base ratings. There is some concern that it may be inaccurate in certain areas. The program was written by Bob Wright, and Jim Tichenor will ask Bob to make a report at the next meeting.

The Committee discussed the base correction box in the certificate and decided that it was confusing and should be removed because it duplicates the calculated correction box.

The Committee considered whether the Pacific Seacraft 34 Stardust was properly rated and decided it needed more measurement data.

The Committee discussed getting a printer and printing the certificates at the meeting to avoid mistakes in communication between the Committee and Julie, who types the certificates. The Division Handicappers would be able to sign off on ratings within their divisions.

The Committee discussed the ballot and decided before sending the ballot to the members, to confer with Past Chairman Jim Tichenor, who is tentatively nominated to run as Chief Handicapper. If elected Chief Handicapper, that would result in one less Board Member because the immediate Past Chairman is a member of the Board.

The Committee discussed an inquiry received from the owner of the C&C 36 Selah about the rating assigned. Tim Broadhead will look into the rating because there are a number of different models of a C&C 36 and get back with the Committee.

The owner of the Tripp 36 Predator reported that he had replaced the mast with a different but heavier mast and polycarbonate rigging. The Committee thought no rating change should be made.

The Committee discussed its procedures for giving provisional ratings, often just before a regatta. The Committee thought written policies should be made concerning provisional ratings and plan to discuss those policies at the September meeting.

The Committee will do a fleet review before Harvest Moon, preferably at the September meeting.

The rating given the Catalina "Lost Texan" was provisional pending receipt of more information.

The committee discussed a letter from the owner of Catalina 470 "Lady", which was issued a certificate in April with a base rating of 102. The owner pointed out that an identical boat, "Ruthless", was rated at 123. The April minutes listed 123, not 102 as stated on the certificate. The committee decided to issue a corrected certificate at 123.

The consensus of the committee was to hold a fleet review before the Harvest Moon.

The appeal of the Formosa 46 C'est la Vie by Thomas Sims was heard. The Committee determined that there is a discrepancy in the rig dimensions on the rating certificate that may indicate the boat is actually a Formosa 45. This will be handled administratively when it is determined what the model designation and rig dimensions of the boat should be.

The Committee noted that the trial certificate for the DuFour 35 noted an offset for a fixed two-blade propeller, though the "folding prop" box was checked on the application. This is to be corrected. The Beneteau 411 should be rated without an offset for a roller furling mainsail.
The Committee voted that a correctly measured Formosa 46 would be given a PHRFGB base rating of 129.

The Board agreed to pay ˝ of Jim Tichenor's trip expenses to the USSA meeting, as it has done in the past.

A rating was requested by a Freedom 36 "Lady Blue", but the measurements did not match the Rig Book, so the Committee postponed assigning a rating until the differences could be reconciled.

The Committee discussed the rating assigned to the Beneteau 10R and decided to leave it at 78.

An informal request was made by Xavier as to whether it would be permissible under PHRF rules for a J-109 to use a whisker pole to pole out a jib while sailing in wind too high for a spinnaker. No decision was made.

Mark Holdaway came to the meeting to inquire what rating would be assigned to his J-24 if he used an asymmetrical spinnaker. The committee informed him that there would be no penalty because a J-24 did not meet the PHRF GB definition of a sport boat. The base rating would be the normal rating of 171.

The Committee received an appeal to lower the rating based on the wrong water length measurement. The appeal was from the owners of the Formosa 46 C'est La Vie, and the Committee will consider the request at the regular May appeals meeting.

Bill Beatty notified the Committee of an error in the draft measurement of his Passport 40. The draft is actually 6 inches deeper, and the base rating should be 141.

The Committee has been approached by some J-105 owners who wish to have two certificates, one for a class configuration and another for PHRF. The Committee will look into the request.

The Annual Meeting for PHRF will be Friday, March 30 at HYC at 8:00 P.M. after the skippers' meeting for the Elissa Regatta.

The Committee decided to postpone until Fall bringing in an out-of-town speaker on handicaps.

Jim Tichenor will be attending the annual national meeting of USSA soon, and as in the past GB PHRF will reimburse part of his expenses.

The Committee again discussed an annual PHRF trophy. Permanent trophies for spinnaker and for non spinnaker will be purchased for display at the club house of each winner. An individual trophy will be award to each winner to retain. The budget this year for the trophies is $250. Trophies will be awarded for 2006 racing.

The Committee discussed penalties for Code Zero spinnakers, and particularly how they are to be defined in regard to asymmetrical spinnakers. Lake Michigan is currently rewriting its definition, and Jim Tichenor will report the new definition to the Committee next meeting. Kevin Hayes will present the trophy, with the intent to award one for spinnaker and one for non spinnaker for the racing occurring during 2006.

The Committee is planning to have the first handicap speaker come in late January or early February 2007 and to invite all interested to attend. Tentatively, Bob Warnike, Chief Handicapper of Lake Michigan, will be the first speaker. Mr. Warnike has extensive handicapping and racing experience. He races a Santa Cruz 70 and a Tartan 10. The web site has been off for a few days with problems between SBC and AT&T. The decision was to move to another ISP that would know who we are.

Code Zero Penalties - We will verify that the other major PHRF areas are using the same SA/D guidelines for penalties for adding a code zero to sporty type boats.

Rating System Forum - The committee discussed bringing in a speaker that was familiar with the major rating systems in use today to describe the systems and under what conditions their use is favorable. This would be an open forum.

Approval was given for a reinbursment of some of the expenses for the Chairman to attend the U S SAIlNG meeting in Newport.

Safety - The members of the committee that participated in the recent NOOD were concerned with the number of crew that ended up overboard during the races. Questions around the possible use of RRS 40.1 which allows a race committee to signal before the start of a race that everyone racing is required to wear lifejackets.

One of the Committee members reported that an application will be sent in the next few days for a new Beneteau 10-R. The Committee agreed to decide on a provisional rating by email and issue a provisional certificate after receiving the application.

The Committee again discussed an annual PHRF trophy, with the intent to award one for spinnaker and one for non spinnaker for the racing occurring during 2006. To be scored for a particular regatta, the boat would have to race in a PHRF class. Ten regattas would be scored for the trophy, including: GBCA Frostbite, GBCA Spring, LYC Bay I, HYC Elissa, LYC Shoe, HYC Leukemia, LYC Bay II, GBCA Compass Bank, and HYC Turkey Day. Each boat will have five throwouts. Scoring will be based on high point; that is how many boats did the lowest corrected time boat beat.

The Committee discussed the offset penalties for outboard motors in instances where inboard motors have been removed. The Committee will consider the relative modifications made to each such boat to determine appropriate offsets.
A revised Deed of Gift for the PHRF-GB Perpetual Trophy will be prepared to be presented for final approval at the next Executive Committee Meeting.
The Committee approved the purchase of a laptop computer at a cost not to exceed $1000. This computer will provide quicker and more convenient reference to a master PHRF data base for future PHRF-GB Meetings.
The Committee voted to incorporate equipment which might otherwise incur an offset into a boat's base rating, without offsets, provided the stock production boat comes with such equipment as standard equipment.

The trophy will be based on a number of Bay regattas, allowing one throwout. The Committee discussed which regattas would be scored and how they would be scored. Chuck Buckner agreed to prepare a draft of a Deed of Trust for review by the Committee during the February meeting.

In 2005, approximately 20 Galveston Bay boats opted to race with both types, and pursuant to the Committee's policies, no penalties were assessed against any of them. The Committee held the annual review of the fleet and decided to not change any ratings. Some questions arose about some of the ratings that will be addressed next meeting. One question was for the C&C 110 Chinook rating. The database shows a base of 84 and minus 3 correction. If the minus 3 is due to an oversize spinnaker pole, the Committee felt that the base should be changed to 81, with no penalty, because the oversize spinnaker pole is standard. Another question was why the database shows a minus 9 penalty for one of the Sonar ratings.

Some policy questions arose about the annual fleet review, but were not resolved. One question is whether a rating should be changed for a boat that raced only offshore races (under PHRF ratings) during the past year. Another was whether a rating should be changed for a boat that held a valid certificate but did not race at all during the past year. Another question was whether a rating should be changed for a boat that no longer held a valid certificate. The Committee will also look into the standard oversize pole issue on new boats and make sure that other boats already in the database are treated te same way. The Committee decided to take these and other policy questions up concerning fleet review at another meeting.

The Committee discussed rewriting the Committee's written Operating Policies to match the Board's decision earlier this year to allow racers to use both symmetrical and asymmetrical spinnakers. Don Kugle will prepare a draft of a proposed change for discussion at the next meeting. The draft will include a discussion of penalties for oversize asymmetrical spinnakers.

The Committee decided to revise the Operating Policies to do away with the definition of "sport boat". This term is no longer used.

The Committee voted to change the Operating Policies to restrict frequent appeals by the same person. A new section 52 will be added to state: "A boat may appeal its own rating once in any 12 month period. All boats whose ratings were adjusted during the annual Fleet Review may appeal as stated in Section 49 above."

The Committee discussed whether the Operating Policies should have a section dealing with sprit boats. Don Kugle will review operating policies of other committees and report his recommendation.

Greg Way reported that he has a slate of candidates for the next election. Ballots will be sent to the members of PHRF in the usual manner. Current members of the Committee have agreed to serve again next year, if re-elected. Xavier Varela is assuming a new position on the Committee as website coordinator. A new member needs to be elected for the at large position and another member for the position of Vice-Chairman.

Xavier Valera purchased and set up a new scanner for Julie. The scanner works well, and Julie is sending scanned copies of applications for rating as they come in to the Committee members.

Larry Blankenhagen presented an appeal of the rating of Parrot Tales, a modified C&C 121. The Committee agreed to increase the spinnaker on-the-water rating by six seconds to 78. The previous penalties for oversize pole and spinnaker will be incorporated into the base rating, rather than being called penalties, because they were incorporated as standard items by the manufacturer.

Don Kugle agreed to revise some of the operating policies to further clarify whether any penalties apply when using both asymmetrical and symmetrical spinnakers.

Greg Way, in charge of the nominating committee, reported that he will have a slate of candidates from LYC, GBCA and HYC in time for the upcoming election.

Xavier Varela is arranging to make the full database of PHRF available via internet and establishing a link with GBCA.

Following the last meeting, Karl deHam, the Chief Handicapper and Treasurer, sent a letter of resignation to Jim Tichenor, Chairman of the Committee. The Committee regrets the resignation of Karl and wishes to thank Karl for all the work that he has done for PHRF over a number of years.

The Committee voted to accept the resignation of Karl and to reorganize its method of operation. There are four division handicappers on the Committee, one for the three spinnaker classes (A-C) and one for the non spinnaker class. In the future, each division handicapper will prepare prior to the meeting an initial recommendation to the Committee for each new boat applying for a PHRF rating.

The Chief Handicapper will coordinate the division handicappers and lend advice and assistance. The Committee elected Walter Prater to be the Chief Handicapper for the remaining term of this year.

The Committee voted to purchase a scanner for Julie, the HYC staff person that assists the Committee. Julie will scan new rating applications and email them to the Committee members for making initial recommendations.

Then Committee voted to assign the treasurer duties to the secretary, Jim Bradley.

The committee approved the February minutes and financial statement presented by Karl.

The committee discuss the possibility of changing the dates for the annual meeting, it was finally decided that it will be done at LYC on Friday March 18th. 30 minutes after the LYC spring series skippers meeting.

Karl deHam suggested that all chief handicappers should record data from every race they attend. This information could be use in future appeals. The committee agreed that all chief handicappers at least should present the weather data, wind conditions, waves and any observe performance if at all possible.

The committee rated 8 boats. All these boats were rated using data already in our database from sister ships. The Amphitrite 45 MS was rated using comparison from similar vessel and based on a Amphitrite 43, the only one of its type in the PHRF handbook.

Kevin Hayes made a motion to allowed PHRF boats racing in the Bay to remove the saloon table and the V-berth door while racing. The committee approved this motion and further stated that boats should remember that this applies only to Bay racing, and any racing organization may implement any other rules or conditions which can supersede this regulation.

OLD BUSINESS

Don Kugle and Rocky Miller brought forward the comparison charts between PHRF and Americap. The committee feels that we need a more objective offshore point to point rating based on real data. We have decided to present this data to the members to receive feedback. This new offshore rating is to be used on all offshore races, including TORC triangle, TORC Freeport, Race to the Border, Veracruz, at the discretion of the race committees.

Because of the new keel, the Committee voted to reduce the base rating of the C&C 121 "Parrot Tales" by 6 seconds, giving it a base rating of 72.

The Committee further considered the question of the point-to-point ratings. The consensus was to replace the former point-to-point rating with an Offshore Rating. The Offshore Rating will be based on a velocity prediction program (VPP). Rocky Miller and Don Kugle will utilize an existing database that contains VPP ratings for general offshore racing as well as windward leeward VPP racing in sheltered waters. The difference between the two would then be added or subtracted from the PHRF base rating for each Galveson Bay rated boat to provide an Offshore PHRF Rating. A large number of boats in Galveston Bay are contained in the VPP databases. The VPP difference can be extrapolated for other boats based on similarities to those that are rated in the VPP database.

After all currently rated Galveston Bay boats are assigned an Offshore Rating, the Committee will post those ratings on the PHRF Galveston Bay website. Galveston Bay race committees are, of course, free to use or not use the new Offshore Ratings.

The Committee heard the appeals of Grand Soleil 39 TM "Triple Play" and Tripp 37 "Fusion". The Committee increased the rating of Triple Play by 6 seconds and of Fusion by 3 seconds.

The Committee discussed whether a penalty should be applied to a Cape Fear 38 that is requesting to be rated for carrying both an asymmetrical spinnaker and a symmetrical spinnaker. The Cape Fear 38 was previously rated for an asymmetrical only and is planning to also utilize a symmetrical, but with an oversize pole (approximately 3' oversize) and oversize spinnaker. The decision was to apply a 12 second penalty based on the oversize pole and spinnaker and a credit of 3 for the small jib resulting in a spinnaker rating of 30.

Because of a recent inquiry, the Committee reiterates that a person does not have to own a boat to be a Board member of Galveston Bay PHRF. It is necessary to join, but a non-boat owner can join by paying the same fee required for a rating certificate. Furthermore, sailing industry professionals can be members of the Board as explained in the By-Laws.

The Committee voted to contribute $800 for travel expenses of Jim Tichenor to attend the annual US Sailing Association Spring Meeting, which is being held this year in Newport, Rhode Island. This amount represents about half of Jim's actual travel expenses.

The GB PHRF annual meeting is tentatively scheduled to be a Lakewood Yacht Club following the Saturday races on March 19 for the LYC Spring Regatta. The date and place may change due to construction going on at LYC. All persons who are 2005 fleet members are invited to attend.

The 2005 renewal certificates allow a symmetrical spinnaker boat owner to elect to use both asymmetrical and symmetrical spinnakers during 2005. If rated in that manner, the boat owner can race during the year with either a symmetrical or a nonsymmetrical spinnaker, even changing from one to the other during a race, if desired. A boat owner that elects that option may be assessed a rating penalty when submitting the application. That penalty applies for each race during the year, regardless whether the owner uses one or both types. The penalty is based on the upwind sail area over displacement.
The Committee voted to set the penalties for 2005 as follows:

Upwind sail area over displacement (SA/D) less than 23 - no penalty
SA/D at least 23 but less than 25 - minus 3 seconds
SA/D at least 25 but less than 27 - minus 6 seconds
SA/D at least 27 - minus 9 seconds
These penalties are subject to being revised for the year 2006.

The owner of Parrot Tails C&C 121 has informally informed the Committee that he has had a new keel installed. The Committee voted that it will need specific information about the new keel before determining a new rating for the boat. The owner should submit this information with a new application.

The Committee voted to clarify Section 25 of the Committee's Operating Policy, which concerns changes made to boats. Any modification that possibly could affect the rating must be reported to the Committee by means of a new application with all pertinent data at least one week before the next monthly PHRF Committee meeting. Until the Committee determines the new rating, the existing PHRF certificate is invalid, and the owner should not participate in any races under the old certificate.

The Committee rated the Beneteau 44.7 "Roselita" and the "Beneteau" 33.7 "Vela". Both boats are standard, and identical boats are already in the Galveston Bay PHRF database, thus they received the same ratings.

The Committee rated a Sonar (Ed Christie is the owner) as having a 9 second penalty from the standard 174 base of the other Sonar's previously rated.

The Committee voted to stop work on setting up an annual PHRF trophy based on an overall winner of a number of regattas. The Committee had in early 2004 voted to prepare a deed of gift and purchase trophies, but difficulties in scoring among the various fleets were not resolved.

Rocky Miller gave a presentation on a new way to assess point-to-point ratings for offshore races, principally the Harvest Moon. The proposed method involved uses the Velocity Prediction Program used by Americap, which predicts the optimum velocity of a variety of boats at different points of sail. Americap has ratings for a large number of boats for various types of races. Rocky chose the offshore general, which is a race that has at least a potential of a reach. Rocky selected a number of boats known to Galveston Bay and compared the Americap offshore general rating to the Americap windward/leeward to determine the percentage of difference. He then compared this percentage of difference for these boats and found that there was a correlation of this percentage versus the main sail area over total upward sail area. Rocky proposed that we could determine a point-to-point correction factor for any boat based on the mail sail area over the total upward sail area. The Committee did not vote on the proposal, but plans to expand the study.

This meeting was the annual fleet review. The Committee decided to not review the point-to-point ratings because all of these ratings will be considered at a meeting in January or February 2005. A study is being made by Rocky Miller of the methodology of the point-to-point rating, and whether it should be replaced with another rating.

Beginning with the 2005 certificates, boat owners will have an option of rating their boat both for symmetrical and nonsymmetrical spinnakers. The forms being sent out will have a box to check, if so. If rated in that manner, the boat owner can race during the year with either a symmetrical or a nonsymmetrical spinnaker, even changing from one to the other during a race, if desired. Boat owners that elect that option may be assessed a rating penalty when submitting the application. That penalty applies for each race during the year, regardless whether the owner use one or both types. The penalty is based on the upwind sail area over displacement. For example, if that ratio is less than a selected number there is no penalty. If over the selected number, there would be a penalty, depending on the ratio. The maximum penalty will be -9, and the penalty, if any will be printed on the certificate. There will be a limit on the sizes of the spinnakers. The asymmetrical must fit within the America's Cup Formula. The symmetrical must not exceed 180 percent.

The Committee voted to give a $200 bonus to Julie, who handles administrative matters for the Committee.

Jim Tichenor gave a report of the USSA meeting in October. Jim reported that USSA will no longer support Americap, but the database is still accessible on the USSA website for the time being. USSA will begin support of the European IRC handicap system in addition to maintaining PHRF. The IRC system is a rating based on boat measurement, but apparently not as expensive as the IMS system, which is declining in use.

Jim reported that some regions are rating boats for both asymmetrical and symmetrical spinnakers, allowing the boats to switch at any time, even during races. Basically, a penalty is assessed if a boat is rated for both types, the penalty depending on the upwind sail area over displacement ratio. The size of the asymmetrical is governed by the America's Cup Rule. A proposal will be made at the next meeting concerning whether we would like to try a similar system.

The committee discussed trying to come up with a better system for determining any point-to-point deductions. One suggestion is to look to the Americap database for its general offshore ratings. Currently, the point-to-point ratings are only used in the Harvest Moon Race for those boats racing under PHRF. This subject will be taken up in 2005.

In regard to nonspinnaker adjustments, Jim Tichenor emphasized that it is not a factor to be used for spinnaker boats to race against nonspinnaker boats. Rather, it is a rating to enable nonspinnaker boats to race fairly against other nonspinnaker boats of different types.

A query was made concerning the effect of the rating adjustment for a roller furling main when such a boat uses a hoisted main on the roller furling mast. The decision was that the boat would lose the adjustment entirely, even though the mast might be heavier and have a greater cross-section than a conventional mast. Any boat owners with ratings for roller furling mains must notify the committee if they intend to use a hoisted main, and a corrected certificate for the remainder of the year will be sent.

The committee also discussed the current policy for assessing a penalty for boats that convert an aluminum mast to carbon fiber. More new boats are now coming out with carbon fiber masts as standard equipment. This topic will be considered in 2005, as well.

The committee went through the boats in the database to determine which boats should be reviewed next meeting, which is the annual fleet review meeting. A discussion followed as to whether the committee should look at only boats with current certificates, or whether for uniformity, all boats in the database should be considered. No decision was made.

The committee also discussed the integrity of the database. Karl deHaam had noticed a number of errors when preparing for fleet review. The committee discussed various ways to correct the errors and reduce errors in the future.

Symmetrical Spinnakers, Vs Asymmetrical

Terry Flynn did some research about the use of Symmetrical and Asymmetrical Spinnakers in different regions and present it to Kevin.

Most regions in the US have stipulations for the use of both spinnakers. Kevin suggested that we should considered rating boats for both spinnakers, and the board agree that we need to stay with the times and will make a proposal on next meeting after Kevin creates some comparison charts as to how every region rates boat with both spinnakers. The board expects to start implementing new rules for next year.

 

PHRF Championship Trophy

The trophy will be awarded during the Turkey Regatta. Bill Beatty will take care of purchasing the trophy. Next meeting we will try to finalize the details for the scoring for the trophy, the question remains as to how to score the boats who race in the same fleet but may have in some races different course lengths.

 

 

 

New Business:

 

  • J109 are asking for a one time class rating in order to race in the NOOD. We agreed that we were not going to do just a one time certificate, but Kevin was going to draft a letter stating that the PHRF committee agrees with the rating of 75 with class configuration.

  • Kevin spoke about what should we do about the level super 70. The board agreed that it is not the PHRF committee responsibility to enforce the use of the ratings, and all race committees, should enforce the use of the PHRF rating as it is implied in the Notice of race.

  • Kevin and Xavier will meet in the near future to get new nominations for the ballot for 2005.

New Business:

An applications was received to rate a multi-hull, a MainCat 30'. The Committee hasn't rated multi-hulls in the past and wants to be sure a rating won't be used in a race between multi-hulls and monohulls. The question was deferred until the next meeting. Jim Tichenor will inquire as to why the applicant wants the rating. Jim will also check with other regions to determine whether and how they handle multi-hulls. The Committee has access to information needed to rate multi-hulls but would want a header on the rating that it is not intended to be used to equate multi-hull performance to monohull performance.


The Committee voted to pay ˝ of Jim Tichenor's expenses to the USSA meeting in October, estimated to be ˝ of about $1300.

The Committee discussed whether it should give a rating that would allow boats to use either an asymmetrical spinnaker or a symmetrical spinnaker in each race, or whether the owner would have to declare one or the other on an annual basis. This question was deferred until the next meeting.

Kevin Hayes mentioned that an inquiry had been made about nonspinnaker ratings. The nonspinnaker rating is not made to try to equate a spinnaker boat racing against a nonspinnaker boat. Rather it is applied to try to rate a boat's performance while racing spinnaker against other PHRF boats racing spinnaker.

Kevin also brought up the possibility of either doing away with the Sport Boat Class or changing the requirements to reflect symmetrical and asymmetrical boats.

Kevin Hayes mentioned that Lakewood was reconsidering its decision to not use the PHRF committee to set ratings for the Harvest Moon Regatta.

Kevin Hayes brought up that the Committee should reconsider its decision of the May meeting to inspect Leading Edge to determine if it complied with National J-35 Class Rules. In 2000, the Committee decided which boats being rated would be expected to abide by one design class rules. J-35 was not one of the classes because there weren't enough J-35s racing in Galveston Bay to make up a one design class. Kevin's position is that in Galveston Bay, a J-35 doesn't need to comply with J-35 National Class Rules.

The committee considered and decided four appeals, as follows:
Mumm 36 (Captain Midnight) - The base correction factor was reduced from a -15 to a -9.
Tripp 36 (Predator) - The appeal was denied. However, the committee voted to inspect Leading Edge, which is rated as a stock J-35, to determine whether it complies with J-35 class rules.
Allerion Express 28 (7 Star)- The committee increased the base by 6 and decreased the corrections by 3, resulting in a 9 second increase on the ratings.
Olson 30 (Wild Rover)- The committee agreed to remove the designation "modified" on the basis that virtually all Olson 30s have stiffened the hull.
Islander Bahama 30 (Jester)- This appeal was filed by Bill Beatty, but notice hadn't been given to the owner, so it was postponed.

Old Business: 

The committee discussed a PHRF trophy to be awarded each year, beginning with 2004. Jim Tichenor will prepare a written deed of gift. The consensus was to record the total elapsed corrected times of the PHRF boats of the PHRF fleets participating in the Elissa, Shoe, Banks, and Turkey Day regattas. The score will be based on the number of boats beat in the PHRF fleet of that particular race. For example, if the PHRF fleet winner on corrected time was in a fleet of 30 boats, the number "30" would be the recorded score for that particular boat for that regatta. Each PHRF boat sailing in the regatta would receive a score for that particular regatta, with the boat with the longest corrected time getting a zero. Those numbers will be accumulated for the four regattas, and the boat with the highest number after the Turkey Day regatta will be awarded the trophy. To win the trophy, one must sail in the PHRF fleet for three of the four regattas, regardless of the total score.

Jim Tichenor discussed the US Sailing Association meeting that he recently attended in Mobile, Alabama. Proposals were made to revamp the U S SAILING board. Also, a consideration is being made to change the process for national appeals of protests.

New Business:

Don Kugle discussed three inquiries that he had received. The Super 70 association inquired about the displacement listed for J-35s on the PHRF certificates. The displacement is listed at 9200 pounds, while the J-35 Class Association lists at a higher amount. The PHRF committee uses the numbers listed in the Rig Book, and does not weigh the boats.

The Alberg 37 "Good News", rated in February 2004, inquired as to why his rating was different from the other Albert 37 rated by GB PHRF committee. The certificates show different E measurements, although he says the boats are identical. Once this discrepancy is cleared up, the ratings can be the same.

An inquiry was made by someone that wants to fly an asymmetrical spinnaker on a boat rigged with a pole for a symmetrical spinnaker. The committee said the pole had to have a tack line strapping it to the deck. Also, one would have to declare his intention at the first of each year as to whether he would use an asymmetrical spinnaker or a symmetrical spinnaker. The rating may differ because asymmetrical spinnakers are typically larger than a corresponding symmetrical spinnaker.

 Kevin Hayes reported that the Harvest Moon Committee had decided not to utilize the PHRF Committee to provide ratings for the participants.
 The Committee agreed that in the December meeting, the J-36 Flying Cloud was adjusted by a negative 3 for the point to point rating.   

New Business:  
The Committee agreed to donate $500 to the Texas Blind Sailors Association in the name of Linda Osborne, who recently passed away.
Xavier Valera will take over maintenance of the website.
The Committee expresses appreciation to Bob Wright for handling the website work since 1999, even though not on the Committee for some time.
The Committee agreed to reimburse Jim Tichenor the sum of $450 for travel expenses to the Spring Meeting of the US Sailing Association in Mobile, Alabama.
The Committee discussed sponsoring a trophy or trophies for PHRF racers, both spinnaker and non-spinnaker, for a number of Bay regattas. Jim Tichenor is going to prepare a proposal.
The Committee discussed the fact that Ya-Hoo, Pearson 31, has now moved the chain plates back in order to avoid being considered a modified boat.
The owner of Yahoo, Bill Rose, is requesting the same rating as another rated Pearson 30, Sea Duced. The previous base rating for Ya-Hoo was 165 while the base rating for Sea Duced was 174. Based on observed performance of Ya-Hoo, the Committee voted to increase the base rating of Ya-Hoo to 168 and decrease the base rating of Sea Duced to 168. This removes the negative 3 previously assessed to Ya-Hoo based on the modified chain plates. The point-to-point and GB ratings will be adjusted according to the new base rating.

  • Reviewed Express 34 rudder modification drawings and information.

  • PHRFGB received a request from the J-105 Fleet Captain, wanting us to address the “dry sailing verses wet sailing”  issue. The previous committees have decided this issue, with no penalties being issued for dry sailing. This is strictly a J-105 One Design Class issue and they may want to issue a dry sailing penalty for their one design class racing. 

  • A fleet rating of 91 for the J-105 one design class, was announced at last months LYC Shoe Race Skippers meeting. There was no authority for this number to be given to the race committee. This mistake was caught in time the PHRFGB Chairman and corrected.  The board unanimously voted in favor of the Chairman’s actions. PHRFGB will write a letter to the local clubs outlining where, who and when rating numbers can be given out. These rules can be found in the Operating Procedures and By-laws, on the web site.

  1. Reminder: February 22nd, 2001 is an appeals meeting. The boats whose ratings were changed at the annual fleet review will have their changes go into effect after that meeting. This meeting is your chance to appeal your rating before the changes go into effect.

  2. ODR: It was voted that the only classes that actively race one design in Galveston Bay are:

  3. J-22, J-24, J-80, J-105, Solings, Etchels, Ensigns, Catalina 22 SK, MacGregor 26 SK. These classes will retain a ODR certificate. All others will have the ODR label removed from their certificate. They must still sail with their correct sail and equipment sizes reported on their existing certificate to retain the same rating.

  1. Jim Tichenor reported on the national meeting. Items discussed were new types of ratings i.e. PHRF + and the IASF Category A, B & C advertising rules.
  2. A letter from Hal Haltom that was received before the Harvest Moon regatta was reviewed. It was concerning the J-105’s point to point –6 adjustment from last months meeting. The 2000 Harvest Moon results were also reviewed. The three J-105s finished 1st, 2nd and 3rd in their 10-boat class. They also finished 4th, 5th and 6th in the 36-boat spinnaker fleet. The –6 point to point adjustment was agreed to be fair.

New Business:

  1. The Martin 242 will need an LP measurement before a rating can be given.
  2. As of 01/01/01 there will be no more ODR (one design rating) given. All boats will be rated in a PHRF configuration. There are just too many one design rule changes per class for the committee or anyone else to keep up with.
  3. The comments from the returned ballots were read.
  4. Next months meeting will begin at LYC an hour earlier due to the annual fleet review.

  3. Asymmetrical & symmetrical spinnaker usage: Jim Tichenor checked with the other national PHRF committee members. The majority of their by-laws say; Boats equipped with existing bowsprits do not take a penalty for also using symmetrical spinnakers. Because they’re already taking a penalty for an oversized spinnaker. An existing symmetrical spinnaker equipped boat will take a -6 penalty for using both types of chutes. This will be discussed at next month’s annual meeting.
  4. Santana 35 headliner removal and replacement was approved.

 New Business:

  1. Annual meeting is to take place next month (3-11-00) @ LYC.
  2. Some of the items to be discussed:
  1.     Use of Asymmetrical and Symmetrical spinnakers.
  2.     Rating asymmetrical spinnakers to the IAAC formula.
  3.     Use of the web site to replace mailings.
  1. Approval to pay national dues & 2000 data base books.

  1. America Jane - approved base rating adjustment of the custom boat to 105. Local sailmakers will be contacted for correct rig measurements. Certificate to be update with rig dimensions.

  4. Long Island Sound, Lake Erie and Lake Michigan PHRF regions were approved, as similar base boats used for Galveston Bay comparisons. Bill Rose is to study PHRF New England and report back next month.

New Business:

  1. Karl de Ham and Jim Tichenor will print out some certificates where boats take spinnaker penalties to check their non-spinnaker ratings. Then report back next month.
  2. Karl de Ham and Jim Tichenor will check with the Mumm 36 usage of both asymmetrical and symmetrical spinnakers. They will also check with our three comparison areas to see if both types of spinnakers are allowed. Then report back next month.
  3. ODR Rules - Galveston Bay PHRF is not responsible for maintaining any classes current One-Design Rules.
  4. Jeff Kitterman will check with the Santana 35 on headliner removal.

Meeting was called to order at 7:10 pm

Secretary Report:    Minutes of November 11, 1999 were approved. Web site is up and includes year 2000 application. Appeal form still to be added.

Treasurer Report: No report. (Karl is offshore motoring to Florida without wind.)

Secretary Report: Minutes of Oct 14, 1999 approved & accepted. Jim Tichenor and Bob Wright will work on posting the past minutes and set it up for Julie. Any Board member can do it. The minutes will be posted real time on the Website.

Old Business:

"Predator" Tripp 36: The Board reviewed the restriction on the rating and it was removed to allow the use of a 155% jib.

Ballots for next years Board were reviewed and approved. They will be mailed the week of Nov. 15th to all members with the fleet review forms.

Harvest Moon Review: Not a good test of Pt to Pt ratings. However, had the Bay numbers been used it would not have affected much of the fleet. The question of "when should this rating be used?" or a definition in changing the rating system after a race was looked at and was determined that PHRF is still used when IMS and IOR and other systems have passed on. To keep it simple was agreed to be the way to go. The Pt. to Pt. Rating is out there and it is up to the race committee to choose which rating they want before the race starts. Review of performance of yachts was noticed and will be looked at during the fleet review at the next meeting.

New Business:

Report:   Jim Tichenor gave us a report on the national PHRF meeting. He was elected to two more years and will be working on the Key West Ratings. A lot of PHRF Web sites will look like ours because people like the format.

Website: Why are the minutes not getting on line? HYC now has updated their program to open the PHRF website and Julie will be taught this weekend how to update it or we will drop the HYC services of mailing and handling our secretarial services. The process will be written out for any Board member to make corrections if Julie is not around. The test will be to get these minutes on line this weekend. The board reviewed the website and made some suggestions of changes to be made to the structure of the website. For example better questions should be asked on the application and adding in the Board members E-mail address to the site.

Please make sure your computer systems are "virus free" before sending Email.

Last night it was noticed that the "non-spin factor" was unfair for some boats that carry oversized poles and spinnakers. This will need to be reviewed at a later date.
